Do you need a boat licence to ride a jet ski in Spain?

Not for every format. Article 5 of Spain's Real Decreto 259/2002 allows a rider without a boating qualification to take part in an authorised circuit or a collective excursion that meets the conditions in Article 7. This is a guided tour: you receive a safety briefing, follow the instructor and stay within the formation and distances they set. It does not cover independent or multi-day hire, where an accepted qualification or navigation licence is required. The local maritime authority, Capitania Maritima, oversees how maritime rules are applied, while the operator remains responsible for running an eligible activity safely.
